What is a JLUS? In 1985, Congress authorized the Department of Defense to make community planning assistance grants to state and local governments to help better understand and incorporate installation development into local planning programs. A JLUS is a cooperative land use planning effort between military installations and adjacent local governments designed to prevent urban encroachment, safeguarding the military mission and protecting the public health, safety, and welfare. Plan recommendations provide a policy framework to support adoption and implementation of compatible development measures.
Why is a JLUS Needed? Military installations and adjacent communities affect each other in both positive and negative ways. On the positive side, military installations provide stable jobs and income. Adjacent communities provide needed and quality of life facilities and services for installation personnel. Conversely, negative impacts emanating from the military installation may include noise, smoke, dust, safety concerns and other effects from training and operations. Adjacent communities may have unintended or unwanted effects on the military installation, especially the development of land adjacent to an installation that is incompatible with its activities. Incompatible development, or encroachment, is one of the major criteria used by the Department of Defense to determine mission suitability and may influence future decisions on base closures or realignment.
Public Participation Public input is vital to the implementation of the JLUS Plan. During the course of the planning process, approximately 100 residents attended consultation meetings throughout the study area. Residents are encouraged to continue participating in the decision-making process by attending plan committee meetings and providing their input. Meeting dates will be announced shortly.
